I have two questions in this regard:
Is it possible to provide a user with read-only access to project files, ie. to the files that are to be translated?
Is it possible to provide a user with read-only access to the project TB?

The answer is YES to both your questions.
When you create a project, you can specify that the files cannot be downloaded, which means the translator will only be able to work with the Online Editor.
Concerning TBs and TMs, the access rights depend on the user's role. If his role does not allow him to edit the TM or TB, he can only access it read-only. For termbases, he would need to be assigned the 'Expert role' to be able to modify the termbase. With the 'Public role', he cannot edit entries.
