You can do this by several means:

• Assuming you translate into German my first idea would be to use the Smart Quotes option:
• The quotes should also be available from the Quickinsert menu:
  
  
  
• You can copy/paste them from somewhere else (Word, browser, ... or here: „“ )

Hi Angela, Thank you for your support. I switched on the Smart Quotes option. However, as it is post-editing that is concerned, this might not help in the present case. When I tried it, it didn't. I will try the QuickInsert menu next. I will look into it. Best regards.
