It might be a bug... it might be something you didn't do correctly.  Two questions:

1. what version of Trados Studio are you using?
2. can you share an example of your filter and an example of what you expected it to find?  Screenshots are good.

The filter displays the corresponding TUs correctly, but Batch Delete does nothing.

I suggest you upgrade to the latest version of 2021 which is Trados Studio 2021 - 16.2.12.9338 and try again.

I just ran a quick test with the current version of 2021 using this:

Which finds 7 TUs I just added to my TM:

Leaving me with this:

So I'm confident this is working in the current edition.  You are quite a long way behind and I'm not sure which CU resolved this.  But seeing as the update won't cost you anything I suggest you update firs, test, and if you still have a problem then come back and we can investigate with you further.

Updating to the latest version seems to work. However, batch delete removed around 190 TUs, even though there are a lot more with this attribute.

I repeated the process, and every time around 190 TUs are getting deleted. Does Batch Delete only apply on the active TM page, not on the whole filter?

It looks to me as though only 200 get deleted.  I added around 8000 TUs with this attribute and only three at the beginning which were not.  Running the batch edit deletes 197 each time I run it, so leaves the three that are different at the start.

So I tested in 2022 and get this which removed 8006 and left me with the three I changed:

I don't think the resolution is correct however, and certainly it's not working in Trados Studio 2019 SR2 - 15.2.8.3007 which is higher than CU1.  So I believe the only resolution is 2022.

That's what I am getting as well. It deletes in batches, but still leaves some behind no matter how many times I run it.

The resolution doesn't help in this case, since I have updated to the latest version of 2021. I guess Batch Delete doesn't work correctly for Studio 2021 then.
