You are right, this is expected normal behaviour and concordance was never an automatic search.

If you play around with your minimum fuzzy match % settings as well as your TU Fragment settings alongside the number of results that can be shown in your TM hit list / results pane you will get a good mix between true TM hit results vs Fragment matches

That said the priority window is your TM results pane, with fragment matching as a second tab which is automatically displayed -  if no valid fuzzy TM hits are found. 
At all times,  you would still get the benefits of the "Hidden" TU Fragment Matches via AutoSuggest

this is a follow-up message of my first post.

Unlike the project in which I had the problem mentioned above, "Concordance" search is running almost as expected in the project I am working on now. The main original issue was due perhaps to a wrong setting on my side.

Now I see that "Concordance" and "Fragment" search features run automatically only when no hits are found in "Translation Result" search. In "Project settings" > "Language pairs" > "All language"> "Translation Memory" > "Search", I selected the following "Search for fuzzy matches even if exact match found" box

but the program looks for fuzzy matches only if no hits have been found in "Translation Result".
