When a segment is categorized as List ("LI" in the column to the right of the target), if as part as the target text it does not have a visual bullet, but the reference original text outside Trados has a bullet, should I add a bullet and tab to the segment in Trados, or being categorized as LI it will create it automatically on export?

It will create it automatically and your question is a perfect use case for why live preview adds clarity and context
If you dont have the live preview option displayed, you can reset your windows layout under the View Tab
