I think part of your question got answered here: 主語の変更 

While TM manages things like variables, it also manages date, times and numbers.
Example 1,419.80 translates into 1419.80. So how separators are to be manged is down to TM settings.

You will need to amend your TM settings and then revisit your project to see if it recognises and managed them appropriately as placeable
