Under "Resources," there is no tab for "Field Templates." Just "Project Templates" and "Custom Fields." Neither of these seem correct. Where can I find the "Field Templates" option?

Found it! "Field Templates" was in a sub-menu under "Translation Memories."

HOWEVER, After completing all the steps in AI's answer, the dropdowns are still empty.

The training suggested that I use "root" as the location. But the license I am using belongs to the university where I am a translation student. So by choosing the university as the location, suddenly the dropdowns were populated with the appropriate defaults. My TM is now created.
