Question about Penalty/Points Allowed in TQA in Studio 2019

I am currently testing a few things with TQA reports in Studio 2019 (latest release). I have a question regarding the difference between penalty/points when working within the file itself and the report.

I've set an example threshold of 190/1000 words.

The file used for testing consists of 153 words and at 190/1000 would come out to 29 allowed points. This is also reflected as such when completing the review in the file.

While the file's word count appears correctly in the report, the penalty points seemingly do not:

I am not sure how the 22/29 is somehow turning into 230/435. And even if it were 230/435, that would constitute a Fail with the sample threshold used.

I haven't had much luck thus far searching the documentation or forums. Is there something I am not considering in terms of how the Penalty/Points Allowed are being calculated? Is it possibly a bug? Are there any settings I need to look into?
