The tags are locked within the Source side so when we quick insert(Ctrl + ,) on to the target side it will bring the entire tag pair with the word that is in between them.
When it's brought over, because it's locked I cannot translate the word between the tag pair.
To bypass this I've used Ctrl+LMB to click the tag or Ctrl + Alt + Right arrow.
Is there a way to not have the tags locked? or unlock them?

This normally doesn’t happen on its own. There must be some settings in your file type settings that are controlling this behavior. Probably, as it’s Excel, some non translatable tag pair in the embedded content settings. So you would have to change the settings and recreate, or update the file in, your project.

Maybe you need to check who has access to your computer with knowledge of regular expressions and the embedded content in your bilingual Excel filetype ;-)
I just changed this custom rule they put in there and made it "Translatable":
When you make a tag pair "Not translatable" that means the content between the opening and closing tags should be "Not translatable", so they are locked.

I have some locked tags and I need to unlock them to be able to edit them, but I can't find the option to unlock all tags. I followed these steps but I can't find the "Locks" option:

These tags are locked in the source file in the file type. You can unlock them only there, but you will need to recreate the sdlxliff file with this modified file type. There is no way to do that in your current situation.
BTW, the option to protect or unprotect tags (but not such like those you show), is on the Advanced tab in Formatting section. Look there for "Protect Tags".
