I tested with Language Cloud Terminology and from I can tell - source terms [only] with a status of Forbidden are not falling part of the terminology verification.
So the use of the target equivalent is not restricted and your post is very valid with correct findings
However, you asked for a workaround.
Can you add a status to the equivalent target terms given Studio seems to be respecting target verification
