I also had the case now where terminology was not recognized (although it's a "100" match). After confirming the segment, though, it was recognized, and then stayed recognized even if I changed the segment status back to "draft" or "new". It must be independent of the auto-validation process that CTRL-ENTER triggers, because it also worked when using "Change Segment Status" from the Home menu. Hope this helps.
Expected behaviour is, of course, that terms are recognized independent of the segment status.
