I can confirm that there's been a change in how tags are treated. This is the same segment, from the .sdlxliff file in the two versions:

Trados 2021:

Trados 2024:

has been replaced with Trados 2024:

x id="locked1" xid="lockTU_2de3274a-73b4-416d-9ad0-f90a1f326924"

This is a line break in the source file (br/)

So changing the XML filter won't help, and if I want to modify the TM, I'd have to create the new id and xid attributes in a way that they'll match what will be generated by Trados in the next translation job.

Apologies... I missed your response!  I looked at this just now and did this:

1. I imported your settings file into 2021 and 2024
2. I translated your file using 2021 and stored the results into a TM
3. I then opened the source in 2024 and applied the same TM.

At this point I get the same problem as you do because all the placeholder tags are locked in 2024, but not in 2021, and so this is where the difference lies.  To avoid this, since it looks as though the placeholders are locked because they are inline non-translatable placeables, I changed the rule for the br tag so it's translatable.  This doesn't affect anything related to workds since this a placeable and not a tag pair, but it does remove the locks:

I don't know if this was a deliberate change in XML2 to ensure the same behaviour for inline non-translatable tags, but it seems to fix it.  See if that helps.
