Yes it is possible. There are two ways to do it. The first is to use the embedded content processor. If you open your excel file in Studio you'll see that the DSI column calls text boxes Word Art... like this:
So if you enable the embedded content processor and set the rule to pick up anything in the text box at all then these will be excluded from the translation when you open the file. So like this:
The other way to do it is to use the SDLXLIFF Toolkit from the OpenExchange and lock all segments in your project that have the WordArt DSI information in them. This is particularly useful if the files are received from someone else who didn't know how to hide them and you need to do this with an existing project... so like this:
