Are Automated Translations always deemed 99%?

My confidence in AT segments is in general a bit lower so I would like to adjust the AT match value.

However, I can see that the 99% are already in the sdlxliff file:

So, the question should probably be: Is there a setting which allows to override the 99% value?

Would my client be able to adjust the value on their end when setting up the project?

Of course I also could just find/replace origin="mt" origin-system="WorldServer" percent="99" with say origin="mt" origin-system="WorldServer" percent="80"

On the other hand it would be nice to do this without having to resort to such shenanigans
