Adding Termbases to single Language Pair instead of All Language Pairs settings

This request is to create a workaround so termbases can be added to single Language Pairs (e.g., only to DE in a multilingual project) instead to All Language Pairs. Additionally, we'll also need the Terminology Verifier to run in Single Language Pairs, not in All Language Pairs.
This is relevant when using TBs in multilingual projects to ensure that any changes to a specific language TB don't affect settings from other languages.
