It works for me in Trados Studio 2024 SR1 - 18.1.2.6370, both the shortcut (CTRL+C) and the pop-up menu after right-clicking… Have you tried restarting Trados Studio?

If I only activate (open) the Comments pane, the Copy function is available. As soon as I jump to a comment using the list in the Comments pane (double clicking on an item), the Copy function disappears.
(By the way, this problem also occurred in Studio 2022 and was not resolved in the first versions of Studio 2024 - community.rws.com/.../copy-is-greyed-out-in-studio-2022).
