I found that not all my projects have a corresponding project TM. So I wonder when will the system create one for the specific project and under what condition it will not? If the procedures of creating a project TM can be shown, it will be very nice. And if it has created a project TM, when can I locate it?

Who you create a project, one of the steps is called "Preparation". In this step, you have the choice between (1) creating project without a project TM (which is the default in the default project template) and (2) create a project with a project TM (the default setting depends on the project template you use).
By default, you don't have a project TM because this is the most convenient setup for most users. Note that if only one person works on a project, the benefits of having a Project TM are very limited.
However, if you create a "Project Package" from an existing project in order to send it to someone, Studio will automatically crate a Project TM, which it will include in the project package to be sent out.
