The source segment is split in a wrong way. these segments - 20 and 21, 27 and 28, 29 and 30 - should be together, these are titles, that got split the wrong way.

I i tried to merge the segments, but it's not allowed. I tried to copy the sentence, It worked, but I can't delete the segment because it has some protected tag.

You get this because this is the way your source document is formatted. It contains a "hard return" (= paragraph mark) after ".... Laws and" as well as after ".. Identified or".
Because Studio does not allow you to merge two segments across paragraph boundaries, the only way to correct this is to open the source document, correct the bad formatting and open the corrected version in Studio.
On the other hand, I get the impression that the page you show is the table of contents. If the Word document has been properly formatted, you should not even see this in your Editor because the TOC should be a field and automatically regenerated in the target document.
