Multiple users for one translation memory

Hi, 
 
 I have a question about multiple users using a single translation memory. 
 I work in a company that has a small in-house translation unit. We have a translation project manager who has a TM on her laptop (local file). Everytime she creates a project, she adds this TM to the project and sends the project to us. When she does this, a project-based TM is automatically created by Trados, and this does not displaymatches when I try using the Concordance search (F3). is this normal? We don't have an internal server for the moment where we can keep this TM. 
 Is there a way to solve this issue, considering we don't have GroupShare as of now?

The "Project TM" only contains the segments that match the match rate defined in the project for pretranslation, this is why you don't get many results if you do concordance searches on this project TM. 
In order for you to be able to do concordance searches, the PM should include the full TM in the project package (or send it to you separately if it is too big) or - if she does not want to give you the entire TM - she could create a project TM with a much lower match rate (40% or so) or a filtered TM, which contains only the segments for a given customer/domain.
