WordprocessingML v. 2 not adding quotations around attributes

Just noticed this:

The top picture uses the newer file type, WordprocessingML v. 2, and the bottom picture uses the older Word 2007 v 2.0.0.0.

While it doesn't really affect users, I hit this issue during plug-in development. The newer file type should add double quotations too like the older one (I think they just forgot to, unless they thought it was easier to read perhaps? But it is not valid xml..)

    This is the response from development:

    "But this has nothing to do with XML – this is just a way we display tags – and there is no given way to do that.
    So if anything, it’s an inconsistency in the display which we might fix at some point – but it’s definitely not a bug."

    Can you explain how this caused a problem for you if it's really only a display issue?
