How to convert Language using SDL?

Question

I want to convert Arabic language with in a text file to English language. 
 I want a dll to do the same without internet connectivity as the server would be offline 
 Our application is developed in .net . 
 We want a trial for the same and add dll/reference to the same application and translate 
 Afterwards would like to purchase the same

I'm not sure I completely understand what you want here. It sounds as though you are developing something in which case you might be better off asking your question in the developer community. If you can elaborate a little for me I'll move your post to the right place. 
 
So do you want to integrate with SDL Language Cloud for machine translation, or something else?
