we need a certificated translator and Google, Babylon and Microsoft are not suitable. I have used language translators like Google etc but it works via calling the API Service. The server will be offline and hence needs a third party translator. I need to convert a file with Arabic contents into English. But I am getting the output text file as (?,?,?,? etc)

Just a quick note on this... in fact two notes while you wait for a response from any interested translators.
1. The reason for your output text being ?.?.?.? etc. is probably down to an incorrect encoding of the file. Make sure it's UTF-8.
2. You could ask for a human translator in FreeTranslation too.
