Where to get the SDL Trial Version to test Language Translation & whether Arabic to English translation supported?

I am not getting the trial version of SDL from below link 
 http://translationzonefiles-eu.sdlproducts.com/SDLTradosStudioTrialDE.exe 
 Getting instead an Xml file. Please do update at the earliest. Also before getting to this link I am not seeing the option of converting 
 Arabic to English text as Language pair.

I see. What browser are you using? I'm using Chrome and I just tested it to see what happens.... just downloaded the file and didn't ask anything else. 
 
But I think I now see what you were really after. You wanted test resources for Arabic to English and this is not listed when you fill the form out. I'm afraid we don't have any for this pair, but that won't stop you testing the software, You can still create your own as the trial is a fully featured Professional Version.

Of course. It supports thousands of language pairs. It's only the sample file s you get with the download that we don't have in Arabic to English.

Can I just make sure you understand what this SDL exe is. SDL Trados Studio 2015 is a Professional Translators tool where the translation is done by the Professional Translator using various resources to help them. So if you are using SDL Trados Studio 2015 thern yes, you can use this offline. 
 
If you mean can the tools automatically translate from Arabic to English using Machine Translation and can they do this offline, then no they cannot do this offline.

I understood what you meant. The answer is, if you do the translation yourself (as a Professional Translator would) then yes, it will work offline. But if you want the software to do the translation for you, then no, it won't work offline.

SDL Trados Studio will work offline, so it works without being connected to the internet. You must be connected to the internet to be able to use Machine Translation to automatically translate one language to another.

I think you need some help to understand how this all works and it will be easier to show you than to allow this conversation to go on any further. Now you translate the segment! It won't do it for you unless you connect a machine translation engine like Language Cloud for example, and even then it's unlikely to be good enough 100% of the time. So you have to correct it. I'm sorry we can't arrange a call because you clearly need to spend some time on the basics. I suggest you review these things for a start: 
 How to use a machine translation engine in Studio... it doesn't cover more advanced topic such as pre-translation with MT but might get you started at least:
