I had the same problem and this solution has not helped :-(
What now??? Maybe important: this is an upgrade from SDL 2014 which I installed on a new HDD with Windows 7 (64) after a PC crash. I have only installed the SDL 2015 in order to avoid overloading my disk with something I wouldn't use, but now I wonder if I had to start with the firts full pack and then add all the upgrades of is it not necessary?
