Did you perhaps create the termbase for a specific flavour, so en(US) when the project is en(GB) perhaps? I think this might cause a problem like this because your termbase would not have th appropriate language available to it. You can select English only when creating the termbase and then it would work for all flavours.
Did you also try making sure that the languages are selected correctly in your termbase settings? Sometimes this just needs a little help:
