"Create new file-based TM..." with packages doesn't seem to work after CU7

When attempting to create a new package in Trados Studos 2015 (with CU7), if "Create new file-based translation memory for every package" is selected on the Additional Options screen of the Create Project Package wizard, no TMs are included in the package.  I believe this behavior started with either CU6 or CU7; I've verified that a machine with an older patch includes the project TMs with the same options set.  It's proving a bit difficult to roll back from CU7, though, without doing a complete re-install.

Here's what I'm doing:  Create a Project, add files, then add TMs to individual languages (not to All languages).  I use the Prepare batch task.  I select the files I wish to package (or the entire project; the behavior is the same) and Create Project Package.  On the Wizard, I select my files, click Next, Create a package for every project language, Next, assign users, Next.  Finally, on the Additional Options screen, I have "Create new file-based translation memory for every package" selected.  Everything else on that screen is unchecked.  TMs are not included in the packages that are generated.

However, TMs are included as expected if I instead select "Include existing project translation memory in every package".  It's as though the first option no longer generates a new project TM, whereas the second option happily includes project TMs that are already in place.  For now I'm using this workaround.  Maybe I'm overestimating the value of the first option...  Any suggestion how I can get the first option working again?
