How to create a server-based TM?

Maybe I should've posted this somewhere else, but I can't seem to find my way around the different groups here. So I figured I'd ask my questions in General. Please move the post to the appropriate group if it's posted in the wrong place.

So here are my questions:

How can I create a server-based translation memory so my translators can access and retrieve suggestions from it by connecting to my private server? I don't really care about real-time or online updating of my translation memory by translators. I just want them to be able to read from it. Having that option would be nice, but it's not of concern to me at this stage. I just want it up and running.

Do I need to purchase GroupShare for this?

Is there a straightforward way to do it? I mean, one that doesn't involve lots of coding and stuff.

What are the levels of access that I can grant to my translators? I don't want them to download the TM for themselves. Is this possible?

How does granting and denying access to server-based TMs work? Do I get to select the translators I want to give access to, based on their Studio license numbers? Username and Password? Because I don't want non-employees connecting to my servers with someone else's username and password and using my TM.

Sorry for all the questions. I'm new to this whole thing. Would really appreciate answers covering all the above.
