Allow Project Templates creation for each BU or group BUs within a client or for a given group of users not linked to BU

Allowing this different rule for project templates will benefit automation on cases of  global corporation where linguistic assets are segregated. The different templates would allow the PMs to template the selection of those linguistic assets and not having to manually change them on a project basis.
