French quotation mark and superscript in SDL trados 2014

Hello everybody.

I am a new user in SDL. I was wondering why some functions in Quick Insert in SDL trados 2014 are shaded.

For instance I cannot find how to insert the following : « »
Also I cannot put a superscript like for TM let's say.

Am I at the right place to ask?
