This should happen automatically when you first open a client tool. If a file changes on the server while the client tool is open, you will need to exit and restart the client tool. If the file on the server is more recent then the client it should automatically sync. If the file on the client is more recent you should get a prompt to pick which file you want.
This files that are tag to be synchronized from the server to the client are configured in the <INFOSHARE>\Web\Author\ASP\ClientConfig\SyncInfo.xml
With clean-up we can force a full file synchronization if needed, but not normally necessary.

For whatever reason, that doesn't happen sometimes. It might only be MetadataConfig.xml that get synchronized sporadically.
I generally tell people to restart the client. If that doesn't work and they have accounts on different servers, switch to another server and switch back. If that doesn't work, we delete/move %LOCALAPPDATA%\SDL and then people have to recreate their accounts and that forces synch. But, of course that is pretty laborious.
