I am planning to use Oxygen Webhelp on a Tridion Docs publishing server. Oxygen requires a server license for this, and they sell licenses based on how many "cores" your server has: 2 cores, 4 cores, 8 cores:

Tridion Docs in this case is hosted. My question is, how can I tell how many cores it has, so I can get the right license?

Hi Mark. Someone who has rights to open a support ticket for the Hosted System, needs to open a support ticket and request this information. Support will be able to provide it to you. When you get the license, if you need it put in place, follow the same process. Open the support ticket, attach the license and indicate which server (dev, test, prod) you want the license installed to.
