I would not expect the characters to be the issue in this cause. My assumption is based on the fact that the title information is not included in the exported filenames. It is just the GUID-xxx-xxx=....xml which is not including the special characters.

When I search the internet for the error reported above I do see some references to a known issue causing this issue when you use the xref in the shortdesc (short description) of a topic.

Can you verify and see whether this is the pattern that you see happening here as well.
