Based on your description, it seems like there might be a conflict between the Cloud-based resources and the Language Weaver provider. Here are some steps you can try:

Step 2: After pre-translating the file with machine translation, deactivate the Machine Translation provider.

Step 3: In the Language Weaver provider, disable the options for 'Re-send draft' and 'translated segments'.

Step 4: If you are using both Cloud-based resources and the Language Weaver provider, disable one of them as they provide the same Neural Machine Translation. You can do this by going to File -> Options -> Language Pairs -> All Language Pairs -> Translation Memory and Automated Translation, and then disable either the Cloud resources or the Language Weaver plug-in.
