What do you mean by automating this?  MultiTerm, as I think you are referring to it, is a desktop tool.  Translators can add terms to it as they wrk, or they can import terminology obtained elsewhere.  Elsewhere could be a colleagues shares their work; a corporate terminology department could be sharing approved terminology; you could download terminology from some approved source (although this would obviously require internet access in the first place even if the import itself doesn't require access).

There are online resources you can find and download.  These can be imported and used offline.  For example:

Are you now talking about Translation Memories or terminology?  TBX would be more appropriate for terminology I think... although to import you need to convert any of these into MultiTerm XML anyway using MultiTerm Convert (this is installed when you install MultiTerm) or the Glossary Converter from the appstore.

I guess you just need to google and search.  Or perhaps others could add their own findings... might be useful to have such a list.
