Fragment Matching and concordance lookup have a life of their own

Dear all: I have installed Trados Studio 2017 and the fragment matching and concordance lookup work when they want to. By this, I mean that I have created a file in word with fragments taken from the TM and from 10 fragments I have copied, it has only found concordance in 4 of them. I have checked and rechecked the settings and they are all right. The TM has 10,000 TUs, which is double the requirement suggested. Any ideas how to solve this? I have seen that other translators have had the same problem. Thanks in advance for any help.

    I think your settings may need some checking. I just made a test file with your sample text, with "bilateral investment agreements remain binding" as the very first segment. As soon as I go into the other segment where the fragment is found, I get a Whole TU fragment match with the default settings. See below:

     

    The automatic concordance search returns no matches for the full segment, because it doesn't meet the minimum concordance match criteria, which is set at 70% (in other words, "bilateral investment agreements" is less than 70% of the full segment), but if I do a concordance search only for "bilateral investment agreements remain binding", I get a 100% concordance match. Lowering my settings as shown below, gives me a concordance match (which turns out to be 51%), the same Whole TU match and a TU fragment match:
