I customized a few keyboard shortcuts using "ALT" combinations, but even though they appear in my keyboard shortcuts list, they do not work. (This was working fine for me in Studio 2014.)

So I found a way to make it work.
ALT+Up works if I configure it like this:

But why don't you configure it like that:
In the second case the shortcut shouldn't be even accepted. Two shortcuts for same function are unusual.
