When I try to open a new package I get the following message: "The file can't be opened if it already exists."
The file is not available in the project list, which is empty at the moment.
Can you please help me to solve this problem?

Does the project have the same name as some of the projects you have had opened recently. You can always try to delete this file
projects.xml
C:\Users\%USERNAME%\Documents\Studio 2017\Projects
Note that all projects and users you have setup in Studio will be removed. But that should not matter, since you're saying above that the project list is empty. Which makes me think of another possible hickup...
Please also check that the project has not been set as complete. If you are only showing projects that are in progress in the project list it will not be displayed, but you won't be able to open another project with the same name. Like this:
