So that I understand you correctly, you are looking to store your TM's on a SQL db- and not Studio (which must to be installed on your local client) so that you can collaborate more easily with in-house/external translators?
If this is the case, the best (only?) solution I believe would be Groupshare-

Hi Marc Pelletier yes this is possible. But it will still only be a shared file based TM with all the same limitations you have at the moment. The only way to really share TMs is with what we call Server-based TMs and this would be as Steve mentioned, through the use of GroupShare.
Alternatively you could create your own TM format using the APIs and share them anywhere you like... but it may be better to take a solution like GroupShare.

Then basically good luck with reverse engineering the way Studio works with the data in the databases and developing your own GroupShare, I suppose...
