I am just wondering whether this a simple case of the project settings not being correct and you are using the baseline engine and not the adaptive engine

As default, when you create a project and add Language Cloud this will just be a generic baseline engine.

If this is the case you need to manage your engines as follows-

Go to your project settings- select Language Cloud- go to Settings-  and Manage Adaptive Engines

Once you have set up the engine, then this should start 'learning' straight away.
