Is there a particular way of setting up a Review Project with the Create a New project Wizard?
I would not particularly want the Prepare feature to repopulate the Target.
Maybe I cannot see further than my nose ;)

I see what you mean... but all projects are created the same way. The translate/review/sign-off parts only come into play when you open the files after the project has been created.
Yellow highlight function... indeed! Here's a couple of ideas:
Use the commenting feature
If you select your text then press Ctrl+Shift+n then . then enter which can be done quite quickly then this will highlight the text as a comment. The advatage is if you only want one colour then you can set the commenting colour in the options, and you can filter on comments.
Use the Wordbird app
There is a neat application on the appstore from Angela Sigee which can do just what you want:
