There is no option 'Enable merging segments across paragraphed'. There is an option 'Disable merging segments across paragraphs'. If you have this option selected (as you mentioned above), it won't let you merge segments by design. You need to uncheck it. On some rare occasions merging may be not possible because of the original document structure (when segments are in different table cells or text boxes and the like) or because you have previously merged segments and then attempt to merge more segments around those already merged.
I would also recommend that you uncheck this option: File - Options - Editor - Automation - 'Hide empty segments that have been merged' (no tick against it). This gives me a better control of the merging process (I can see what I merge(d)).

BTW, this is an UX fail on SDL side.
Options should be always "positive", i.e. selecting an option should always ENABLE something, not DISABLE.
Currently, this option says "YES, DO NOT allow merging..." which is uncomprehensive.

If it's required to add a new option which would allow to DISABLE something (i.e. its default value would be OFF), then the option text should actually express the opposite and the option should be ON by default.

Totally agree. This wording is extremely confusing. In order to enable, one has to disable the 'Disable...' On the other hand, minus and minus give plus. Seems fine...

Ah, that explains it. Your screenshots relate to Studio 2017 and mine are of Studio 2019.

It would appear that SDL have done as you wished when developing 2019... ;-)

However, the instructions haven't been updated in the Studio 2019 online Help...

Hopefully someone will see this and flag it up to the appropriate department... Paul?

Well, I appreciate that SDL Trados Studio 2017 went out with the ark now =) but some still use it... I migrate between 2017 Pro and 2019 F+ versions quite often. This was how I 'lost' the Perfect Match feature in my Freelance version after using it on a daily basis with my employer's Pro version. Something like this could happen to Mamoru Tanabe. The version he uses is not obvious. However I'm glad to see the wording fix. Hope Mamoru Tanabe will cope with his situation.

Well, it's not as we wished, but as the UX and common sense says it should be.

And then I wonder if all the other "negative" options all around Studio- and filetype settings were improved too...

Is there a way of making "Allow source editing" and "Allow merge" the default setting for any file/project I work on in Studio?

I fear no because SDL has unfortunately not included these options in the project template, which means that you cannot preset the value in a project template.
I think we should propose them to change this in a future release.

Having done some tests, I found a workaround. You can achieve this by tweaking the UserSettings.xml file.

If you include the following:

<SettingsGroup Id="SourceContentSettings">
<Setting Id="AllowSourceEditing">True</Setting>
<Setting Id="AllowMergeAcrossParagraphs">True</Setting>
</SettingsGroup>

somewhere into your UserSettings.xml file (with Studio closed) and then restart Studio, any new project you create will have these two options set by default.

Make a backup of this tweaked UserSettings file so that you can use it if you need to reset Studio.

I agree that this is not a user-friendly solution and not targeted to general usage, but as a workaround, it does what you want.

In my SDL Trados Studio 2019 SR1 15.1.2.48878, all of those lines are already there, with 'True' values, to no avail: both checkboxes are empty by default.
