On that page, it reads: NOTE: TQA is only available as a feature within the Professional edition of SDL Trados Studio.

This statement may answer my question.

In addition, it means two things (but I'm not sure about it):

• It is a paid feature or product (because there is a "Free Trial"? Wait! That link points to a free trial of Studio 2019.)
• It only works with Studio Professional edition, so Studio Freelance is left out.

So the question remains: Where and how do we use TQA? I'm running Studio Professional but I don't seem to figure it out.

Is it the same as "Verification"?

As you noted, it's a feature of the Professional Edition of Trados Studio.

Not quite.  If the project is prepared with a TQA model and then sent out in a package, or with GroupShare, then a user of the Freelance edition can QA the work using TQA.  The restriction prevents the creation of TQA models, or using TQA without it being part of the project in the first place.
