You seem to be trying to parse the txt file to create an xml filetype.... and then you're opening the txt file for translation which of course gets rendered as a text file and won't be using any rules you created for the XML even if they work.
You need to use the file with the xml extensionto create the rules, not a txt extension, and you need to open the file with the XML extension for translation.

Where are you defining your settings? And how do you open the file for translation? From your screenshot your file does NOT have the filename extension xml, so your parser will NOT work, as it expects xml and not txt. It will only work, if you open an xml file with the corresponding root element and filename extension XML.
