Complicated one.  I think it's got something to do with this rule:

You can replicate this using only two rules:

Switch the order and all is well, do it as shown above and it fails to report correctly.  So I think this "ERR: 3.4b: Add comma separators if included in German" is the culprit.

I also verified this works fine in 2019... so something seems to have changed but I don't know what.  I'll log this and see whether the support/dev team can confirm what the issue is here.

It hasn't made SR1.  Came too late amidst many other candidates.  I've escalated to see if it can be planned into the next CU.

Thanks, Paul! Don't know if there are many out there like me, but I really can't use 2021 until this issue is solved since QA is such a big part of ensuring quality. Really hoping this gets included in the next CU.
