Your screenshot does not show enough to say what's going on. Is segment 100 (source) already connected to some other target segement? Then you would have to disconnect it before you can connect it to anything else.

Thanks for looking at it Daniel.  Neither segment is connected to anything else.

Hard to say what's going on from the information you share. I wonder why there is no "not connected" symbol (like a "T" on its side) with source segment 100 in your screenshot. This is what I see:

Not connected, so connecting is an option.

One side connected, disconnect is an option.

Exactly, Daniel.... there's no "not connected" symbol on the source side, which is odd.  Here's another screenshot which I hope is more helpful.  You can see some segments that I successfully connected at the top, and then the problem started occurring and I could no longer connect between source and target.  It seems the source-side segments have become inoperable.

At this point I've pretty much given up on trying to continue with this particular alignment, but this report may be helpful if someone else encounters this same issue.
