I'm curious if segment status in an sdlxliff will impact results when perfect matching? Do segments need to be signed off, or is the status irrelevant when using that sdlxliff to perfect match?

If you Perfect Match the process is just that. Your new file can have the same segment statuses as those in the original bilingual file... the same fuzzy values etc. So no, they don't have to have a specific status.
