After 2021 upgrade, I cannot retrieve the new license

Hello,

I followed the steps in https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0039975 (Upgrade from 2019 to 2021) to deactivate my 2019 license, but when I got to "4. Click on Click here to upgrade your license:", no such button shows in my SDL account. I can only see 1 available license for 2019 Freelance. Help?
