That little blue ball means you have created a cloud project.  It does not reside on your computer in the same way as a local project, even when yo download to work on it locally.  So you cannot change this.

This worked: I removed the project from the project list, changed its location on my hard drive from its present folder to the folder I want it to be in, returned to Studio and called the project up in the project list via "Open Project". Voilà. The little blue ball remained in place, yet I achieved what I wanted: a change of location in my folder structure.
