No.  They are based on the translation unit (or paragraph) in case you need to put things on different segments.

I can't really see the image, it's all blurred, but perhaps you can make this easier by preparing the files in a different way?

Sorry about the blurring. I used a client project because it was a good example for the situation, so I blurred the text, for confidentiality reasons, but kept the functional aspects of Studio visible to demonstrate the problem. Perhaps the blurring just makes it uncomfortable to view, so sorry about that.

I think it is possible to identify each segment, the locked segment fragments, the drop down list in the target file showing all placeables available for insertion, and blue highlight tying the currently selected placeable in the dropdown on the right with the highlighted placeable in the previous source segment on the left. Here you can see how far down the drop down list one has to step in order to reach the required placeable in the current source segment.

These are usually huge files I get from that client. They are prep'd by their localization engineers, who use locked segment fragments to protect previous translations and DNTs and make them available for insertion as placeables. A typical file will have thousands of these placeables. Very often, a single two line paragraph in the source document, will have over 10 of those locked fragments in the xliff file; the second segment in the image is an example. These are online Help guides that cover many models of photography equipment where the client spends a lot of effort to ensure consistency of repeated expressions across models. It is something I have to work with, but cannot influence. With these types of repeated actions, any feature that prevents mistakes and/or saves clicks is worth it.
