SDL Studio 2021 Professional - Disabling Language Cloud? Or lack of write access to C:\ProgramData\SDL

Question

My IT technician just installed SDL Studio 2021 Professional - SDL Trados Studio 2021 SR1 - 16.1.3.4096 (and SDL MultiTerm 2021 SR1 16.1.1.541) 
 The log file from the first translation seems to be showing lots of entries like the one below - showing that it is trying to access Language Cloud - which we are consciously not using.

 Or might this issue stem from lack of write access to 
 C:\ProgramData\SDL 
 which was a problem that plagued me when the installation of SDL Studio 2019 was carried out.

Hello Michael Bailey , 
 This is a known issue where Studio is still pinging sdl.com and will be updated in the next release 
 If you change the firewall settings to allow Studio to ping 1.1.1.1 then this should no longer happen.

I had thought it might be as simple an issue as deactivating a system plug-in 
 
 but they appear to be greyed out.
